Legendary Pokémon are akin to mythical creatures, or monsters that are heard from lore, like the Lochness Monster. Unlike those creatures though, these ones do exist and they are up for grabs. I'll tackle more info on these Pokémon on a future post. These Legendary Pokémon are generally more powerful than most fully evolved Pokémon, and in the main series game, they are hard to catch or sometimes even find. How do you catch one in Pokémon GO?
They will appear as Tier 5 Raid Bosses, and you need Legendary Raid Passes to enter such a raid. Even when you catch them, because of their power, you can't leave them to defend gyms, but you can use them to attack one.
Those are the only information given by the announcement post, but there are certain hints given in the trailer itself. Please bear in mind that these information may not be specific to the game, and we're just getting the general idea given by the trailer.

As seen in the trailer, Legendary Raid Eggs will be seen 48hrs before it hatches. That may not be the final length, but given the gravity of this raid battle, 48 hours is plenty of time to get ready for a Legendary Raid. You can assemble an army of players in 48 hours, maybe even less. The CP is higher than the Raid Bosses we've seen so we might see the Legendary Pokémon's CP to be along that range shown in the trailer.
You can also see a cluster of gyms having Legendary Raid eggs. Granted, this might be a design choice to hype people, it may also be a design in the game as well. Though it's almost impossible to assume that Niantic would release multiple Legendary Pokémon in one cluster, it is however plausible for them to release just one Legendary Pokémon but on a gym cluster. That way, people wouldn't make a crowd on a single area of space, giving more poeple a chance to catch the elusive Legendary Pokémon.

Now, this is the problem with the trailer. Earlier, Niantic said that Legendary Raid passes are given to "those who were very active in the gym system to give them a chance at catching legendary Pokémon at a later date." This lead people to believe that you'll get a Legendary Raid Pass when you win 100 Raid Battles at the minimum. Most people assume more than 100. When watching this trailer, see the image below and tell me what level the player is.

Granted, he might have been VERY active in the Raid scene. Still, every Raid gives 3,000 XP, and if he did make the quota of 100 wins, it would take 300,000 XP. If he started doing raids at Level 5 which is an extreme yet possible claim, if he did those 100 raid wins, he would reach level 21, and that's not counting the 10,000 XP he can get when he catches all those Raid bosses, and that's when you only count Magikarp, which might be the only Raid boss you can defeat at level 5.
The math doesn't make sense. Even if you flip it to just 50 wins, yes, 150,000 XP will get you from level 5 to level 18, but that's when you don't catch anything after you reached level 5, and around that level, your Pokémon's max level will just reach around level 6, which is not ideal for Raid Battles.
Only extreme measures would make this Level 18 trainer worthy of Legendary Raid pass when you consider Niantic's earlier remarks. Also, there's not only one, but two level 18 trainers getting Legendary Raid Pass.

So what does it all mean? It's either the level is just for show, and it doesn't reflect what the real requirements are for getting Legendary Raid Passes, or they totally scrapped the earlier quote entirely and instead giving a very low requirement for getting Legendary Pokémon, or even no requirement at all.
With all things considered, I'm still hyped with all these announcements, and you should be as well! Indeed, Niantic is making this summer VERY legendary.
